Verdict — At $11.99, the two OP-17 packs inside are worth about $18 on their own, so TS-03 is good value to open at MSRP. The promo card is the lottery: in the last set the Luffy promo sold for about $9 while Ace and Sabo sold for about $1. Expect the Luffy designs to carry the value here too.
The short answer: the TS-03 Mini Case Set releases on October 30, 2026 at $11.99. Each one holds two OP-17 booster packs, one promo card in one of six new designs (Shanks, Luffy or Boa Hancock), and a collectible mini case. OP-17 packs sell for about $8.94 each on TCGplayer, so the packs alone are worth about $18, more than the price of the set. Buy at MSRP if you can find it. Whether the promo adds much depends on which character you get.

Watch the number on the Luffy. P-108 Luffy already exists as an Event Pack Vol.9 promo with different art. When TS-03 copies hit the market, check the art before you buy: same number, different card, different price.

Two lessons: the Luffy promo is the one that holds value, and sealed tins hold far above MSRP. A $9.99 TS-02 Luffy tin now sells for about $70.
Our First Read (dated 2 October 2026)
- To open: at $11.99 you're paying less than the two OP-17 packs are worth (~$18), so opening at MSRP is a good deal on its own.
- The promo cards: we expect the Luffy designs to settle around $5–12 and the Shanks and Hancock designs around $1–5, following TS-02's pattern. Hancock has the best chance of beating that, because her alt-art cards sell well (the OP-13 Hancock alt-art has a TCGplayer market price of about $15).
- Sealed: if TS-02 is a guide, sealed Luffy cases could trade well above MSRP within a year. Resellers will know that, so expect retail stock to go fast.
- What would prove us wrong: if a TS-03 Shanks or Hancock promo sells above $15 a month after release, the new art is pulling real demand, not just the character name.
